Both have the same use: to apply under your brow, both as an eyelift and to highlight that area. The differences are in texture, colour and glowiness or lack of it. The texture of High Brow seems to be slightly heavy, whereas High Brow Glow seems to be a little more sheer (which doesn't make it less lovely). As for colour, High Brow is light pink (and matte) and High Brow Glow is champagne-ish.
HOW TO APPLY

Flatter yourself with enlightened arches. Apply the pencil under your brow following the arch and lightly blend. For more arch appeal, put two dots above the arch & blend. For a little something special...add a dot of high brow glow to the inner corners of your eyes. The creamy formula brightens the eye area for a flash of gorgeous.

High Brow has a waxier texture and a more pink undertone which is great on lighter skin but tends to turn ashy on darker complexions. High Brow Glow is more golden and creamier, making it lovely on all skin tones (though it is more subtle on fairer folks than High Brow) and suitable for use highlighting cheekbones, the inside corner of the eye, or even the whole eyelid!
High Brow is a soft, matte linen-pink and high brow glow is a glowing champagne-pink shade. Both look beautiful on all skin tones!
